Animating an Underline

Hello! So I have 3 buttons next to each other which are underlined when clicked. Can someone tell me how to animate it over to the other button? Example: Watch this YouTube video but skip to 1:05:33 and look at the bottom of the CAD when he clicks on "citations and you will see a blue line animate from under arrest to citations.
