Breakpoints VS min width: best or standard practices

Some Sections contain tow rows like some Hero sections, other sections contain three rows or more like Features section, other sections may contain RG.

I can use conditionals to make the elements align vertically at a breakpoint like 992 or 768. or to make some elements move at 992 and the other at 768.
Or I can use min width of the elements to make them move regardless of the breakpoints.
Or I can use a combination of breakpoints and mine width.

Sometimes The responsive work become difficult to maintain and test.

The question is: what are the practices that guarantee the most possible level of consistent and predictability and maintainability?
