Zeroqode has a plugin called Paint and Signature pad. TechBlocoks also has a plugin called Drawing & Painting Canvas although you will need a minimum $30 to $50 to get started.
I would recommend using one of them vs. building the tool from scratch unless you are really pressed for budget or require a specific functionality.
