Can't 'run as' other users

Is anybody having issues ‘running as’ other users.

Everything is working perfectly when I am signed in as my main account to test my app (not live yet) but when I run it as another user, with the same ‘Organisation’ as my account and all of the correct fields (account verified = Yes) it is as if the user is not affiliated with any organisation at all, and unless I disable a Workflow which takes the user to a different page if there Verified? = No, I can’t even stay on the correct page despite this users Verified being Yes.

Anyone else having issues with this?

So it will let me run as another user if their ‘Permissions = Admin or Manager’, but not if their Permissions = Standard.

The thing is I literally don’t have a single Workflow which states this, it makes no sense.
