Different operators present themselves depending on the field type. It is likely that your email field type is set to a type that only offers the = operator. Try setting it to be different type and you see what happens each time

This is the default email field generated for all users, so not really something that I can directly edit the type of. =)

With that in mind, would you say this seems to be a bug?
