If the main audience of the website will mostly be accessing site from either a iPad or smartphone should we choose “Mobile” in the New Application Assistant.
Or choose “Centered”
Like if we choose Centered will the website page automatically adjust so it looks good on any device weather that be a 27" screen or a 4" smart phone screen ?

You’ll need to start a new application and pick the screen size to the device you intend for. If you want this thing to look sick on iPad, it’s probably best to get the page dimensions for that. Then, inside of the responsive editor, make the page responsive so that it looks good on any site.
