Confused about this privacy rule

I am quite confused why the privacy rule doesn’t make the “email” field visible when the page is loaded with “Verify” being not empty on the page:

Do you know what is the case? Verify is not empty ==> email field should be visible…

The rule is restricting the user’s email from being seen by anyone

But I expect the oposite

Verify is not empty ==> show email
