Create account for someone else not prompting password reset

When I create an account for someone else, they are not being prompted to reset the password when they try to log in. This is my workflow:

I created 3 different accounts. Login only worked once, and when they got to the password reset page they got an error stating the reset request was invalid!

Initially I thought it was because I had reCatcha enabled, so I created a 2nd login page without reCaptcha for testing, and they are still not being re-directed. Any ideas would be helpful!
