Creating new entries into a database after a period of time

Hello,

I am in the process of making a CAD/MDT for my GTA V Emergency Services Community. I am wanting to make it so that if a Civilian does not pay a citation after 30 days from the issuing date it will auto create a warrant for that civ. Is it possible to make something like that in bubble?
