Creating ratings for users and items

Has anyone dealt with creating user ratings that are determined by other users?

Or ratings of items?

One of the tutorials deals with upvoting cities, which is relatively similar.
If you are trying to say create a vote ability by users for each user, the easiest way to do it is to save a list of Reviews for each user. A review can contain a rating (say 1-5) and the user that provided it.
