Customer adds picture for businesses to see

Hi everyone, I am looking for a way to connect tradesman with customers. The customer will upload a picture of the project they need work and businesses signed up to the app will get a notification of the picture and they can send them a quote.

First first question is this possible and how can I make it so a customer can upload pictures for them to see instantly. thanks
