Dropdown in popup not populating on load?

I’ve got a repeating list with a link that creates a popup, and in that popup there’s a dropdown with a dynamic list. What’s weird is that clicking on the dropdown (which goes into focus as soon as it loads) doesn’t open it, but if I click out of it and then back onto the dropdown everything works right. I can even close the popup at that point and any popup I open works correctly, up until I refresh the page again.

Any ideas?
