Edit mode using custom state and option set attribute doesn't work

Hello there,
I have this form that I want to be editable based on the quote status. The quote statuses are available as an option set and it has an ‘edit’ attribute with values yes/no. The form has a custom state called “Edit Mode”. I want the form to be uneditable once the status is ‘quote accepted’ . I have setup workflows as well but for some reason it is not working. I don’t know what I’m missing, please help.

Your condition has a lot of stuff, so

  1. Check the user is logged in
  2. Check the user account type is Partner
  3. Check the group pricing forms quotes estimator is current user
  4. Check the project estimates project label edit is yes
