Are these handled differently on purpose?
The content of the signup confirmation email is in the app settings.
The content of the password reset email is in the workflow parameters.
So, for example, if I want to send a password reset email from more than one workflow I can send totally different emails in each place. Or, if I want to send identical emails, I have to manually copy and paste the email subject and body in all the different workflows.
But the signup confirmation email would always be the same because it’s written outside of any workflow that might call it.
