"Every time condition - every time" bug, failing sometimes!

I’ve always used “every time condition - every time” with conditional when the custom state is not empty, it has never failed, I’ve been using it for months, I haven’t changed the workflow and today it started failing a lot. If I do the debug step by step, it always works, I don’t understand what’s happening.
