Everyone else in privacy rules

In @petter 's Bubble security book, he says that checking anything in the “Everyone else (default permissions)” section grants rights, overriding anything unchecked in the sections above it. So, does it make more sense for me to think of “everyone else” as actually everyone–not just everyone else?
