Im really curious if android will become usable by end of month or in february. Is it in development or team is dedicated to iOS only?

If you are having problem at this level, most likely it will be the settings field area, where you insert your Keys. Personally I have crossed this stage to create an Android Build, although its not usable. I have not launched it LIVE to PlayStore yet. Just left it in test mode until its usable.
What did you do in google console, create an app
Then add testers, then it asks for a bundle (apk)
On settings I’ve entered the name, json and keystore, but when I pushed it live it gave me an error
Now I’m not sure if this is a cloud issue or something I did wrong on console
If you are getting an error, I cant really know what the error is from, I recommend reaching out to support as they would know from the error code where its originating from.
But to answer your question, Yes, you would create an app, but after your build Bubble will send it directly to Google Play Store (Provided your APIs and Keys are correct).
A quick note on Android publishing - Google requires you to manually upload the APK file to the google play console for the first build, but Bubble will send the file automatically on subsequent builds
