GDS System Integration with bubble.io

I have a custom requirement from a customer to create a GDS System along with the backend admin panel as well. I am still confused that should I go with bubble.io for this requirement. Do I have to create a separate App for backend of this project?
And in case of implementing this with bubble.io, do I have to provide bubble.io access to the customer in order to create new locations, accommodations, facilities etc…
