Help with setting backend api workflows

Hello fellow bubblers

I am trying to build an enquiry page whereby non-users are able to submit and enquiry and i want to blast this enquiry out to all of my users, if they are of the agency type.

however, I cant figure out why non-users are unable to search for all users’s email despite ignoring the privacy settings in both frontend and backend workflows, as well as in my data settings.
Here is my data privacy rule that i customised:

but it still didnt send out for me…

Running Debug shows the following where i am unable to find users with user-types set to agency:

I do have app data set appropriately to test this as well:

hmm i dont quite understand your statement
do u mean that i didnt create the column in db

or do u mean that my search constraint was not instantiated correctly?
