Hidden field Email_Confirmed data privacy

Not sure when the behavior started being exhibited, but it appears the email_confirmed attribute on the user table is automatically restricted as private to all other users by default, and there is no way to override this within the Data Privacy settings.

I ask it here in case I’m missing something. But essentially, when an anon user is trying to register with an email that’s already registered, it may be the same user as before who’s forgetten their password (or even that they’ve ever registered), and I’d like to alert them of that case (via User exists but email_confirm = no). Currently, all searches against user by anon users show a static email_confirmed = no.

The alternative to this potential bug is I build my own email confirmation system and associated attribute, but the rework may be prohibitive if this can be a quick fix.
