You can try having “Contact Me” in a group, “Test” in another group, “linq” in another group and so on, then add a custom state of the page (I recommend number) and set it default to 0.
In every group you check “Collapse element´s height when hidden”, and add a conditional that when the page´s state is 1, uncheck “This element is visible” .
And when a user clicks on “Reorder”, set state of the page to 1. And that´s it
