It doesn’t affect them at all. This is a change to users of Google Search (0.1% of them), not SEO metrics.

In a way somebody could conclude it’s possible a change like this will signal a change in how Google treats JavaScript based sites differently which could impact SEO, but this announcement doesn’t seem to indicate anything like that.
If Google changed how they treat JavaScript based sites, lighthouse metric scores, especially performance scores could improve but I don’t think Google is working on that anymore and are just focusing on their AI answering any search query and not driving traffic to sites.
