How to automate an action based on vote count?

Hello All,
My website is rightexcerpt.com, a place for users to write fiction stories through crowdsourcing.
How it works, four users co-author a story by writing an excerpt for what they want to come next in the story. After that, users vote for the excerpt they want to see next in the story, and the excerpt with the most vote is added to the story.

So what I’m trying to do is.

Capture the excerpt with the most votes, then at the end of three days, it is added to the main story and so on.
If anyone has any suggestions, it would be much-appected. Thanks.

You can make an action on the workflow of your upvoting that has an “Only When” your story’s votes is greater than a number something happens in your case I can be to add your story to a data type you might have that showcases the featured stories.
