How to create a navigation bar with border HTML CSS?

Hi everyone,

I’ve been trying to find a way to do it for 2 days. How do you create a responsive navigation bar or sort of responsive horizontal “keywords list” with borders like this below using CSS or HTML ?

So it should be responsive. The borders should fit the text.
