How to reflect the change to "Live" mode immediately?

Now I realized, sometimes when I deploy the changes from development to live mode, the change wont be reflected immediately. After a while (ex 30 minutes later) the changes are reflected.
Why this phenomenon happens? How to reflect the change immediately?

Just a my impression not based on technical knowledge, I feel there is certain technical issue in the linkage between Live and Development mode. I had another problem in this aspect (data duplicated when transferred between the two version, which should not be happened theoretically)

The issue checker can take some time right now, and then it the change in the live version is instantaneous. We’re working on this though, should be better in a week or so.
