How to request from external server to Bubble server

Hi, please tell me two question as following.

How to create a new recode in Bubble database using external server like CGI by HTTP protocol.
How to send email in bubble server using HTTP protocol request from external server like CGI.

Is it possible?

I think these might be things you could do using the API Connector.
