Is there a way to upload IPA to the App Store on Windows?

Last time I checked it was not possible. It’s been a few months. At the time, you needed the Application Loader installed in your MAC. From Xcode right click on application icon and select Development Tools then Application Loader.

How did you create your IPA file?

I use PhoneGap to build IPA

Even with the IPA, you’ll need a Mac as you have to sign and submit the app through Xcode.
