Invisible group showing

I have a reusable element that I planted on the index page.

This element is visible on page load = false
Conditional tab is empty
Removed all HTML code from the element itself
Cleared the HTML code from the Index page
Checked all the workflows in the element, none should show it. I then deleted all the workflows from the reusable element
Checked all the workflow in the page, none should show it.
I added the reusable element to a completely new blank page with visible = false

And the element is still visible regardless of all of these. The only thing that works is specifically setting a condition, like Isn’t live version is yes > This element is visible (false)

Has anyone else had this happened to them?
