Is it possible to mute an action

i have a workflow of when i button is clicked, so i have 3 actions on the workflow. What i want is to do is disable the first 2 actions and let the third run, how do i do this? I know I can move the last action up the starting position, but these will still run. I don’t want them to run, and I don’t want to delete them. Can I Archive This?

copy the workflow, disable one copy, remove the unwanted actions in the active copy
