Is it still unavailable to install the app outside of app stores?
Because, I don’t need large-scale visibility, I operate in a micro-market and the conditions for apps to be accepted in stores are really strict… it’s impossible to charge for additional services outside the store’s payment system, for example.

You could/can install an Android app without going through the store. Most don’t because they want to show the installs.
Apple, you never could unless you use their enterprise plan and push it to employees. It’s going to cost you though.
You can always do a PWA
