Lookup Only Getting One Record

I am having an issue with a RG lookup that I cannot figure out. I am quite experienced with RG and repeating groups but can’t figure this out.

I have a RG with the Datasource as a Search for Users (with no conditions). See Image below.

I have three things in the User table. However, my lookup is only returning one record and it is always the record of the user that I am signed in with. Below are screenshots of the RG.

I am totally perplexed by this. Any thoughts?

First thought is privacy rules.
