It looked difficult but actually was simple more than I thought. 
- Workflow :
---- for OFF (default)
----- for ON

You can make it even more simple. Not working with 2 workflows but having 1 which is activated when Keep button is clicked: set state … and put into the value box: this button’s Keeping is no.
This will change the state as followed. if Keeping is No and it is clicked it will change to Yes.
If Keeping is Yes it will change to No
