Need to build an On-Demand website and app

I am looking to build an on-demand app and also website. It is to be a dog walking on-demand app for London. Developers are quoiting me massive fees and I would rather not reinvent the wheel. I would need about 3 levels of filter criteria from a database. For example “what kind of dog walk would you like to book” then to match a “calendar” and then “location” Eventually I will have more features like map tracking etc but for now matching customers with walkers is all I need. Something similar to https://uk.catinaflat.com/ but with an extra level of matching.
I have a detailed brief written and the logo/ design done, including the user experience and layouts, but want to outsource the rest. It would be ideal if you were based in the Uk so we can meet face to face, and I can be trained on how to manage the site.
Open to all recommendations !
