I think I see what you are doing here.
I see you are doing the ‘split by’ for the text in the repeating group. What I am suggesting is to not do a workflow, but to use the data directly in the repeating group instead which will eventually allow you to use the ‘split by’. You might need a repeating group inside of another repeating group if there is a list inside of a list.
Does that make sense? 
Not really following, but there must be a way to return exactly what the BW is being fed…
Yeah, try using it as a ‘data’ instead of an ‘action’. I think that might make it easier to figure out.

Yeah, it’s basically the same structure. Have you tried putting a repeating group inside of the repeating group to make it a bit easier?
