PDF Files don't display inline

Good day,

I’m currently trying to display PDF files in an iFrame but for some reason, they just auto-download whenever I visit the links. Here’s a file which auto-downloads: https://s3.amazonaws.com/appforest_uf/f1643331086853x451475668124126100/output.pdf

A regular iFrame won’t work? I tried this plugin but it’s very bugged some times it doesn’t show some of the pages. I don’t think the issue is the iFrame the issue is that the files aren’t displaying inline on AWS.
