Figured it out I was just blind 
Leaving this here incase it helps someone else.
Using the new responsive editor,
I have a page set as columns, How do i change the order of the groups after placing them. If i try to drag them below they just go back to same position.
Ex: I put Group a at 100% width. then built group b at 100% they are stacked as expected. but later i want to move group b above group a in the editor.
Sure its simple but i cant figure out a way.
