Reducing workload by 400%

Just found out it is possible to reduce WU consumption by 400% according to the Bubble manual here.

Reducing it by 100% I can imagine, just take your app offline, no app = no WU consumption = reduction by 100%.

Reducing it by 400%, can anyone tell me how this is possible?

We went from 6 million WUs to less than 100k. Moreso the power of an external db rather than any optimizations on Bubble itself.
