Restricting Height of a Full List with CSS

How do I restrict the height of a Full List with CSS?

If I use

height: 80vh !important;
overflow-y: scroll !important;

it works (height of Full List is 80% of viewport). But it only works in appearance. In reality (behind the scenes) the Full List is still its actual height, so any element below it will be pushed down leaving a big white space between the bottom of the Full List and any elements underneath, such as a footer.
