Reverse list edit possible? IE: Edit all "users" that are NOT contained in a specific state?

Is it possible to use a state in “reverse” mode? Like creating a workflow where you edit a field of all the users that are not contained in State “super-users”?

Workflow is triggering state is the “Forward” one, So reverse will be state triggering workflow and if state does not hold a value, triggering a workflow is not possible i think or it will trigger all the time when state is empty (Custom WF, Triggering Do when condition…)
