Experienced similar issue. Came across this post while trying to find a solution.
During my troubleshooting, I discovered that I had a scroll-to-element action set to trigger on page load. This action was meant to always scroll back to the top of the page and it works pefectly. On the other hand, I had a scroll-to RG entry action, which was not functioning properly.
The scroll-to-element action on page load blocks or works in opposition to my scroll-to RG entry, thus making it seem as if it was not working. If you have a scroll-to-element action that runs anywhere on the page, apart from the action not working, you might want to disable them to be sure they are not interfering with your main scroll action. If they are, then you might want to add conditional expression to seperate how they are triggered.
