So, no, the template is not fully functional or even remotely close to anything that resembles being fully functional. It’s simply a web page. Also, the originator of this thread hasn’t been seen in the forum since two weeks after they posted the template (about a year and a half ago), so I wouldn’t necessarily expect any replies/support from them.
