Stripe error when transfer to seller

hi there, im facing issue with the stripe plugin when i use transfer to seller.

here is the error message :

im in test mode,
all my connected account is restricted status, is that the problem? how can i fixed that, thank you.

or someone can have time to coaching 1 on 1to lead me in the right path?
