Stripe no longer covers page width

Not sure if this was always the case, but I noticed that if a browsers size is smaller than the page width there will naturally be a side scroll bar to allow to view the rest of the page. As you scroll sideways the stripe color stops and doesnt extend to the new sections of the page that are revealed as you scroll. Stripes only cover the browser width upon page load, but not the page width itself.

Is there a setting I’m missing? Should I switch to responsive layout?

The orange stripe is full browser width on page load. Once you start to side scroll the stripe does extend to the new area of the page that is now in view.
