Is it possible to create a function that takes data from an excel file that the user uploads and from that data creates the elements in the database? ---

Yes Simply download the file (Save as) as a .CSV file. Make sure to add a Bubble uploader input and use that to set the value of the box in the plugin called dynamic link ---
