TimeZone DropDown with UTC

I want a drop-down for time zone selection like
Egypt UTC +5

Any idea how I can do that?
I used New Plugin: TimeZoneDB but it sends GMT offset in milliseconds.

Also convert the GMT offset which is milliseconds into hours will also work I think but unable to find how to convert that.
