Using scroll fucntion when Floating Groups overlap

Good day Ladies and Gentlemen,

Please see attached illustrations.
I need to create 2 floating groups next to each other and keep them both in their positions when the page is stretched. To keep them in the fixed positions I have to overlap Floating Groups and make them non fixed as shown in one of the attached illustrations.

Floating Group 1 (with text) must be scroll-able, Floating Group 2 is not scroll-able.
I, however loose scroll function of F/G 1 (Floating Group 1) because it gets under to F/G 2 (Floating Group 2) when I click on one of the Process buttons.

Does anyone know how to deal with this issue?
