Web based phone calling application like Discord

I’m looking for a solution to how to create an web-based phone calling service.

Like Discord, Skype, Zoom. You get the idea.

However, I want the calls to be connected with an given phone number.
I’ve read that Twilio is a good use for an application like this, is there any truth to that?

Yes, I think Twilio will be your best bet. Take a look at bubble’s official Twilio plugin, I believe that will cover your use case well.
