What is the most efficient way of editing the existing pdf/doc merge?

I want to build a module having following feature:

  1. User Uploads the pdf (Pdf will have the blank spaces in which the data will be filled)
  2. User Enters the Data in Input fields
  3. And Pdf with filled data will be downloaded upon clicking on the download button

So, is there anyway I can do this in efficient way having minimum cost or preferably free of cost?
