When Page Load Multiple Conditidion Pop up Timer

I have a slightly more specific question that I haven’t been able to figure out how it works in a no code.
I have 3 pop ups, for each of them to appear they need to fulfill a condition in each one. So I did the check on the page with When Page Load, I saw some solutions using Options Sets and I thought it was well organized, but in my case the conditions have a time query, for example a banned account while it is in that time window the banned pop up will appear, is there any way to do this with option set?
I still don’t understand how the workflow logic works, it doesn’t seem to accept several conditions in a When with AND
