Where condition not working in API Data

I need to retrieve particular data in database from windows C# code . example in user table , retrieve the particular user information through API call from Postman or c# code. where condition was not working. KIndly help me how to achieve this. Same time how to create dynamic UI inputs. Kindly give me a solution
